EXPERIMENTAL LAW VARIATIONS (ELVs)

This month has seen the start of the Super 14 competition, which will incorporate some of the ELVs developed by the iRB Laws Project Group (LPG).  In addition, the Australian and South African Rugby Unions will be utilising all of the ELVs developed by the LPG in certain domestic competitions.  Descriptions of the ELVs can be found at www.rfu.com/referee

We would like to encourage your feedback on the ELVs and, in particular, the effect implementation might have on the Community Game.  An ELV Forum, which can be accessed at www.rfu.com/referee  has therefore been created to enable you to comment. Prior to providing feedback, you may wish to view video clips from the iRB which may offer further clarification.

Official Ruling on the Definition of a High/Dangerous Tackle

A dangerous tackle is effected whenever there is contact above the line of the shoulders whether the contact is the first or a subsequent point of contact. To be clear, a tackle which involves arm contact below the line of the shoulders and thereafter contact is made with either the neck or the head of the tackled player is a dangerous tackle within Law 10.4 (e)

Also: A message from HQ re Experimental Law Variations:

Experimental Law Variations (ELVs) 

You will be aware that a number of ELVs were trialed in various countries last season, including in the County Championship.

 Understandably, there has been some speculation that the ELVs will become ELVs worldwide soon after the World Cup.  However, we have been informed by the iRB that any such implementation will not occur until at least June 2008.
